You can launch the command prompt with the keyboard shortcut Shift + F10. After entering the command, the option to create a local account during installation will open.
Also, keep in mind that using a local account is something that Microsoft does not want. It will warn you about the option to log in to a Microsoft account and use all the system features. For example, to use Copilot in documents, you need to have the documents stored on a cloud drive, not locally.
